Removes athletic trainers from the September 1, 2021 repeal date and reschedules their regulation under the Department of Regulatory Agencies to September 1, 2031.

Expands the definition of supervising professionals for athletic trainers to explicitly include physician assistants licensed under Article 240 of Colorado law, in addition to physicians and health-care professionals.

Exempts athletic trainers from probation, letters of admonition, and confidential letters of concern disciplinary actions available to other regulated professions.

Modifies substance abuse discipline language for athletic trainers to reference "excessive or habitual use or abuse" rather than "substance use disorder" and requires participation in director-approved treatment programs.

Effective September 1, 2021, with the bill declared necessary for immediate preservation of public peace, health, or safety.
