SB21-152 Summary

• Postpones the May 15, 2021 expiration date for most state agency rules adopted or amended between November 1, 2019 and November 1, 2020, implementing recommendations from the Committee on Legal Services.

• Applies to 18 principal state departments including agriculture, corrections, education, health care policy and financing, human services, labor and employment, natural resources, public health and environment, and others.

• Excludes specific rules from the postponement, including Colorado Department of Education's school transportation fund rule and multiple rules from the Department of Regulatory Agencies affecting professional licensing and credentialing requirements.

• Postpones expiration of all rules from the Public Employees' Retirement Association and Board of Equalization that were adopted or amended during the same November 2019 to November 2020 timeframe.

• Declares the act necessary for the immediate preservation of public peace, health, or safety.
