Prohibits the Colorado Department of Revenue from making bulk electronic transfers of personal information from driver's licenses, vehicle registrations, identification cards, and other official records to vendors and primary users who transfer or resell such information

Allows individual record inspections to continue as authorized by law, but bans bulk transfers specifically for resale or transfer purposes

Applies notwithstanding federal Driver's Privacy Protection Act of 1994 and Colorado Open Records Act provisions

Takes effect 90 days after final adjournment of the general assembly, or if a referendum petition is filed, takes effect upon voter approval at the November 2022 general election
