SB 21-179 Summary

• Restructures the Colorado Opportunity Scholarship Initiative Advisory Board from consisting of the state workforce development council executive committee plus three governor-appointed persons to a 15-member board with defined appointment authorities and representation requirements.

• Seven members appointed jointly by the Department of Labor and Employment and Department of Higher Education executive directors, including representatives from four-year research institutions, four-year postsecondary institutions, technical colleges, workforce centers, economic development corporations, and current or former scholarship initiative participants from both two-year and four-year institutions.

• Four members appointed by the Department of Labor and Employment executive director from the state workforce development council, and four members appointed by the Department of Higher Education executive director from Colorado Commission on Higher Education commissioners or advisory committee members.

• Board members receive $75 per diem for meeting attendance plus reimbursement for necessary expenses, except those receiving state salary for a full-time position; members serve four-year terms at pleasure of their appointing authority.

• Initial appointments required by August 1, 2021, with transition provisions allowing existing governor-appointed members to continue serving until their terms end, with this subsection repealing July 1, 2025.
