Creates the Colorado recycling and composting infrastructure enterprise within the Department of Public Health and Environment to develop and modernize recycling and composting infrastructure statewide, authorized to issue revenue bonds.

Establishes a grant program to provide funds to eligible entities for creating or expanding recycling and composting operations, developing markets for recycled materials, and supporting recycling education and litter cleanup efforts.

Creates a stakeholder advisory committee on recycling to conduct literature review and submit recommendations by July 1, 2022, regarding the feasibility of implementing post-consumer recycled content requirements for packaging.

Imposes fees on food service packaging sold in Colorado: up to 0.3 cents per unit from January 1, 2022 to January 1, 2030; up to 0.6 cents per unit for low-recycling packaging types from 2030 to 2035; up to 1 cent per unit for packaging with less than 75% recycling rates after 2035.

Requires the solid and hazardous waste commission to calculate recycling and composting rates for food service packaging types by January 1, 2025, and recalculate at least every 2 years thereafter; appropriates $139,775 for implementation.
