Requires state board to standardize reporting of disproportionate discipline data by race, ethnicity, gender, disability status, and socioeconomic status to the Department of Education and federal authorities.

Prohibits law enforcement officers from arresting students or issuing citations for 15 categories of minor offenses (disorderly conduct, theft under $300, trespass, drug paraphernalia possession, etc.) committed on school grounds; prohibits handcuffing elementary students.

Requires school districts and charter schools to adopt policies addressing disproportionate discipline, develop improvement plans based on disaggregated disciplinary data, and hold public meetings and hearings with parent notification.

Establishes selection criteria for school resource officers (positive youth relations experience, clean disciplinary record, voluntary application) and requires joint evaluation processes and memorandums of understanding between districts and law enforcement agencies.

Redefines "at-risk students" to focus on chronic absenteeism and disciplinary actions, and amends the expelled and at-risk student services grant program to fund attendance supports, behavior interventions, and restorative justice practices.
