SB 21-187 Summary

• Creates the dialysis transportation provider reimbursement program within the Department of Transportation to reimburse providers transporting dialysis patients age 50 and older who are not covered by Medicaid, effective January 1, 2022.

• Establishes a per-treatment fee imposed on for-profit dialysis treatment clinics, not to exceed 15% of the previous year's Medicaid per-treatment reimbursement rate, with fees deposited into a newly created dialysis transportation fund.

• Requires the Department to provide mileage reimbursement to dialysis transportation providers (including nonmedical transportation providers, family members, and friends) at a rate equal to or exceeding the Medicaid mileage reimbursement rate for dialysis patient transportation.

• Mandates that dialysis transportation providers (excluding friends and family members) submit monthly reports to the Department detailing miles traveled and patients transported.

• Authorizes the Department to increase clinic fees retroactively if collected fees and fund balance are insufficient to cover all eligible reimbursement requests and administrative costs in a fiscal year.
