Appropriates $100,000 for the 2021-22 fiscal year to support satellite monitoring system operation and maintenance, including gauging station renovations, data collection platforms, and flood forecasting efforts.

Appropriates $500,000 for the Colorado floodplain map modernization program to assist communities with revised floodplain studies and maps and federal modernization activities.

Appropriates $350,000 for the weather modification permitting program to assist water districts with cloud seeding programs for snowpack enhancement.

Appropriates $300,000 for technical assistance to help applicants obtain competitive grants from federal water infrastructure and quality programs.

Appropriates $3,000,000 for a San Luis Valley confined aquifer recovery project grant to the Colorado Rio Grande Restoration Foundation to purchase farmland and water rights to reduce groundwater pumping and restore aquifer sustainability.

Transfers $2,000,000 to restore the litigation fund balance for addressing legal issues related to compact compliance and other water-related litigation.

Establishes annual transfer of $550,000 to the water efficiency grant program cash fund starting July 1, 2020, through July 1, 2030, and authorizes $150,000 annual funding to the water education foundation.
