Removes the three-year Colorado residency requirement for student members serving on the Western Colorado University Board of Trustees.

Maintains that the student member must be a full-time junior or senior student elected by the student body.

Preserves the one-year term for the student member position, starting July 1 each year.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2022 general election.
