Amends Colorado law to increase the age threshold for separating youthful offenders from older inmates in correctional facilities from 24 years old to 25 years old.

Permits the Department of Corrections to house inmates age 25 or older with youthful offenders in the same facility if those older inmates are participating in an authorized mentoring program and have a custody level lower than "close custody."

Prohibits housing any inmates age 25 or older who have been convicted of sex offenses as defined in Section 16-11.7-102(3) in youthful offender facilities, regardless of mentoring program participation.

Requires authorization from the Department of Corrections Executive Director for any mentoring program that houses older inmates in youthful offender facilities.

Takes effect 90 days after adjournment of the general assembly, subject to voter approval if a referendum petition is filed within that period.
