Repeals the requirement in Colorado Revised Statutes 2-3-115(2) that the state auditor annually report to legislative committees on state education fund spending for school capital construction.

Eliminates mandatory reporting of total amounts expended by districts and charter schools for capital construction, as well as detailed school-by-school project information.

Removes requirement to report balances of moneys in the school capital construction expenditures reserve fund as of January 1 each year.

Eliminates requirement to report pupil enrollment data for districts and schools receiving state education fund capital construction moneys.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, subject to referendum petition provisions under the Colorado Constitution.
