Senate Bill 21-199 Summary

• Prohibits Colorado state and local agencies from requiring proof of lawful immigration status as a condition for eligibility for state or local public benefits, effective July 1, 2022

• Removes lawful presence verification requirements for professional and commercial licenses issued by the Department of Regulatory Agencies, the State Board of Education, counties, and municipalities

• Allows applicants without Social Security numbers to provide Individual Taxpayer Identification Numbers or other identity verification documents for teacher and professional licenses

• Repeals county and municipal requirements to deny business licenses based on immigration status and eliminates related anti-immigrant provisions from statutes

• Appropriates $178,627 to the Department of Human Services and $83,881 to the Department of Revenue for implementation and system updates
