Establishes Colorado greenhouse gas emission reduction targets: 26% by 2025, 50% by 2030, and 90% by 2050 compared to 2005 emissions, with implementing rules due by March 1, 2022.

Sets sector-specific emission limits for power generation (21 MMTCO2E by 2025, 8 by 2030), buildings and industry (26 MMTCO2E by 2025, 20 by 2030), transportation (23 MMTCO2E by 2025, 18 by 2030), and oil and gas (13 MMTCO2E by 2025, 8 by 2030).

Requires electric utilities to achieve 80% greenhouse gas reductions by 2030 through clean energy or responsible energy plans, with those not filing plans subject to a 90% reduction requirement and 95-100% reductions by 2040.

Creates an environmental justice ombudsperson position and advisory board to promote equity, engage disproportionately impacted communities in air quality decisions, and ensure meaningful participation in rule-making proceedings.

Includes greenhouse gas emissions in annual emission fee requirements and directs fee revenue toward outreach to disadvantaged communities and environmental justice programs.
