Appropriates $5,000,000 to the Department of Local Affairs for the 2021-22 fiscal year for the Rural Economic Development Initiative (REDI) grant program, with unspent funds carried forward to 2022-23.

Allows the Department of Local Affairs to use up to 3.75% of the appropriation for direct and indirect administrative expenses related to the REDI program grants.

Requires that except for administrative costs and other exceptions, the entire appropriation must be used for REDI program grants.

Repeals Part 36 of the statute (effective September 1, 2021), which contained the repeal provision for the REDI program.

Declares the act necessary for the immediate preservation of public peace, health, or safety under the safety clause.
