Extends the continuous appropriation period for the Educator Licensure Cash Fund from fiscal year 2020-21 to fiscal year 2023-24, allowing the fund to offset direct and indirect costs of administering educator licensure.

Requires the general appropriation bill to reflect estimated expenditures from the cash fund, including any personnel funding.

Extends departmental reporting requirements to the education committees and joint budget committee through the 2023-24 legislative session, including progress toward reducing educator license processing time to six weeks or less.

Delays the repeal of the continuous appropriation provision from July 1, 2021 to July 1, 2024.
