SB21-211 Summary

• Repeals the $1,000 annual cap on adult Medicaid dental benefits that was enacted in HB20-1361, effective December 31, 2022.

• Removes temporary provisions from HB20-1361 that allocated $331,462 from the healthcare affordability and sustainability fee to offset general fund expenditures due to dental benefit reductions, effective December 31, 2021.

• Appropriates $1,522,875 to the Department of Health Care Policy and Financing for the 2021-22 fiscal year, consisting of $335,723 from the healthcare affordability and sustainability fee cash fund and $1,187,152 from the adult dental fund.

• Anticipates $4,042,125 in federal matching funds for medical and long-term care services for Medicaid-eligible individuals in 2021-22 fiscal year.

• Modifies the unclaimed property trust fund transfer from the general fund by changing the direction and amount: transfers $1,139,402 from general fund to unclaimed property trust fund on June 30, 2021, rather than the previous $2.2 billion transfer from the trust fund to general fund.
