CO SB213

Authorizes the state to retain federal funds received under the Families First Coronavirus Response Act (Pub.L. 116-127) and American Rescue Plan Act (Pub.L. 116-260) that exceed 50% federal reimbursement for Medicaid and related healthcare services, effective for fiscal years starting July 1, 2021 through December 31, 2024.

Requires the state treasurer to transfer excess federal funds retained to the general fund for appropriation to the state medical assistance program, nursing facilities, and other healthcare-related programs.

Reduces 2021-22 appropriations to the Department of Health Care Policy and Financing by $57,330,334 in general fund dollars, offset by $57,330,334 in increased healthcare affordability fees and nursing facility funds.

Reduces 2021-22 appropriations to the Department of Higher Education by $10,231,185 for specialty education programs, transferred from the health care department.

All provisions sunset and are repealed effective December 31, 2024.
