Amends Colorado Revised Statutes 24-33-116 to establish an exception to the annual appropriation requirement for money in the Colorado Avalanche Information Center Fund.

Beginning in state fiscal year 2021-22 and each succeeding fiscal year, all State Highway Fund money credited to the fund through an intergovernmental agreement between the Department of Transportation and Department of Natural Resources is continuously appropriated to the Department of Natural Resources.

Continuously appropriated funds, along with all interest and income derived from deposits and investments, must be used for direct and indirect costs of operating the Highway Avalanche Safety Program to reduce avalanche risk on state highways.

Declared an emergency measure necessary for the immediate preservation of the public peace, health, or safety.
