Requires the Colorado Department of Labor and Employment to conduct a feasibility study on establishing a wage replacement program for unemployed individuals ineligible for regular unemployment benefits due to immigration status.

Study must examine establishing a contract with a nonprofit third-party entity to administer the program and include analysis of funding sources, federal legal compliance, data sharing/privacy protections, and stakeholder input.

Appropriates $75,000 to the Department of Labor and Employment for the 2021-22 fiscal year to conduct the feasibility study.

Requires submission of recommendations to the Governor and relevant legislative committees on or before December 1, 2021.

Contains conditional effective date provisions dependent on whether House Bill 21-1150 becomes law.
