Creates the Agriculture and Drought Resiliency Fund in the state treasury to support agricultural drought and climate resilience efforts in Colorado.

Transfers $3,000,000 from the General Fund to the new fund within three days of the bill's effective date.

Authorizes the Department of Agriculture to use fund money for agricultural water projects, matching funds for grants, wildfire recovery on grazing lands, and technical assistance to producers for drought preparedness.

Requires distribution of $15,000 to each conservation district formed under Colorado law by July 1, 2021.

Sunsets the fund and statute on September 1, 2022, with any unexpended appropriations rolled forward through fiscal year 2022-23.
