• Appropriates $3,000,000 from the agriculture value-added cash fund to the Department of Agriculture for renewable energy and energy efficiency projects, energy audits, and technical assistance for agricultural producers.

• Appropriates $2,000,000 from the general fund to the conservation services division for voluntary soil health programs, with at least $1,000,000 of total expenditures directed to conservation districts by December 31, 2022.

• Requires the Department of Agriculture to submit annual reports by January 31 of each year detailing money received and spent, grant-funded projects, and educational activities related to soil health and ACRE³ programs.

• Transfers $3,000,000 from the general fund to the agriculture value-added cash fund for agrivoltaics research, guidance, technical assistance, and feasibility studies, with at least $150,000 allocated to agrivoltaics projects.

• Establishes reporting requirements to the Office of State Planning and Budgeting and legislative committees regarding grants and loans funded under this act, with a repeal date of July 1, 2023 for the appropriations section.
