State treasurer transfers $30 million from the general fund to the Colorado Water Conservation Board Construction Fund within three days of the bill's effective date.

Colorado Water Conservation Board shall award at least $10 million in watershed restoration and flood mitigation grants by July 1, 2022, and the remaining funds by December 31, 2022.

Grants support restoration and protection of stream channels and riparian areas susceptible to flood hazards and sediment erosion after wildfire, including water and debris-control structure repair and installation, with preference for projects with federal and local matching funds.

Board may expend up to $500,000 by December 31, 2022, for statewide watershed analysis investigating wildfire impacts on life, safety, infrastructure, and water supplies.

Board may use up to 5 percent of funds for grant administration and up to 10 percent for technical engineering services including design review, construction oversight, and project monitoring.

Subsection (11) of the statute sunsets on September 1, 2026.
