SB21-252 Summary

• Establishes the Community Revitalization Grant Program administered by the Division of Local Government to provide grants for projects that create or revitalize mixed-use commercial centers statewide.

• Eligible projects include flexible live-work spaces for artists and entrepreneurs, performance spaces, mixed-use retail and workforce housing partnerships, community meeting spaces, renovation of vacant property, and child care centers.

• Transfers $65 million from the general fund to the Community Revitalization Fund, with grants to be encumbered by December 31, 2022, and administrative costs capped at 4 percent of appropriated funds.

• Requires grants exceeding $100,000 to not exceed 50 percent of total project costs, and gives preference to projects in creative districts, historic districts, economically distressed communities, and those demonstrating community support and ability to attract additional funding.

• Program repeals effective January 1, 2025; division must publish reports on grant distribution by November 1, 2022 and 2023.
