Creates a new license plate to honor women veterans of the United States armed forces who have disabilities, distinct from existing disabled veteran plates.

Eliminates the license plate fee for one set of disabled woman veteran license plates for passenger cars, trucks, motorcycles, and noncommercial or recreational vehicles.

Requires applicants to submit a DD214 form or other evidence of honorable discharge or retirement from the U.S. armed forces to qualify for the new plate.

Extends the specific ownership tax exemption to persons with the new woman veteran disability license plate, limiting the exemption to one Class B or Class C motor vehicle per veteran.

Appropriates $5,481 to the Department of Revenue for fiscal year 2021-22, with $5,400 for DRIVES system maintenance and $81 for license plate ordering; implementation must begin by January 1, 2022.
