Repeals the Advisory Committee on Licensing of Child Care Facilities, which was established to advise and consult with the department on child care facility licensing and enforcement.

Removes provisions related to the committee's 15-member composition, three-year appointment terms, and operational procedures including quorum and officer elections.

Modifies Colorado Revised Statutes 26-6-113 to remove references to reporting findings to the advisory committee, replacing it with reporting only to the state board and the department of public health and environment.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition filed by voters.
