• Creates the Menstrual Hygiene Products Accessibility Grant Program in the Department of Education to provide tampons, menstrual pads, and pantyliners at no cost to students, accessible regardless of gender identity.

• Eligible grant recipients include local education providers with 50% or more students eligible for free or reduced-cost lunch, the Colorado School for the Deaf and the Blind, and approved facility schools.

• Grant recipients must use funds to acquire and distribute products or install and maintain dispensing machines and disposal receptacles for menstrual hygiene products.

• Grant amounts are proportionate to the number of students and restrooms (including gender-neutral facilities) reported in each recipient's application.

• Appropriates $100,000 from the general fund to the Department of Education for the 2021-22 fiscal year to implement the grant program.
