SB21-257 Summary

• Creates a registration exempt certificate for owners of special mobile machinery who own 1,000 or more items in Colorado and meet identification and marking requirements, eliminating the need for license plates, validating tabs, or identifying decals.

• Requires exempt machinery owners to pay specific ownership taxes and all applicable fees and surcharges directly to the Department of Revenue rather than through county agents.

• Exempts owners holding registration exempt certificates from paying fees for license plates, decals, validating tabs, or authorized agent processing costs, but they must pay road safety surcharges and bridge safety surcharges.

• Establishes that exempt special mobile machinery must be clearly marked with owner identification, bear a unique identification number, and display the owner's toll-free phone number for verification purposes.

• Takes effect July 1, 2022.
