Creates two new funds: the Wildfire Mitigation Capacity Development Fund and the Hazard Mitigation Fund, with $17.5 million and $3 million transferred from the General Fund respectively to support statewide wildfire mitigation efforts.

Increases administrative cost allowance for forest restoration and wildfire risk mitigation grant programs from 3% to 7% of appropriated amounts and dedicates up to 25% of grant program funds to capacity-building for local governments and community groups.

Allows forest restoration projects to be conducted on federal lands as long as the project maintains landscape continuity and federal land area does not exceed nonfederal land area in the project.

Transfers $2.5 million from the General Fund to the Wildfire Risk Mitigation Revolving Fund and $5 million to the Healthy Forests and Vibrant Communities Fund to support forest-based businesses and local communities.

Funds workforce development for wildfire mitigation including conservation corps and state inmate fire teams, establishes staff coordination positions, and conducts a federal National Incident Management Organization comprehensive risk analysis by June 15, 2021 to identify priority landscapes.
