Amends Colorado Revised Statutes 10-7-504 to modify the minimum interest rate floor for annuity nonforfeiture amounts from one percent to 1.15 percent.

Changes the calculation requirement so the five-year constant maturity treasury rate reported by the federal reserve (reduced by 125 basis points) cannot result in an interest rate less than 1.15 percent.

Applies to all nonforfeiture amounts determined on or after the effective date of the act.

Declared necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
