Amends harassment statute (18-9-111) to elevate bias-motivated harassment from a class 3 misdemeanor to a class 1 misdemeanor when committed with intent to intimidate or harass based on race, color, religion, ancestry, national origin, physical or mental disability, or sexual orientation.

Modifies bias-motivated crimes statute (18-9-121) to clarify that bias motivation must be present "in whole or in part" when a person commits crimes with intent to intimidate or harass based on protected characteristics.

Adds bias-motivated harassment to the definition of "crime" in the Colorado Uniform Offender Reporting Act (24-4.1-302) for data collection and reporting purposes.

Applies retroactively to offenses committed on or after the effective date of the act.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
