• Establishes framework for state agencies to use data and outcome-related evidence in budget requests and amendments submitted under Section 2-3-208.

• Defines four program classification categories based on evidence quality: proven programs (high-quality randomized control trials), evidence-informed programs (moderate to supported level), theory-informed programs (moderate to low or promising level), and opinion-based programs (low level or no existing evidence).

• Requires state agencies including evidence-based evaluations in budget requests to provide supporting research and explain how evidence informed the request; Joint Budget Committee staff must independently analyze and verify program classifications.

• Directs Joint Budget Committee to consider available evidence-based information as one factor when determining appropriate funding levels for programs and practices.

• Appropriates $41,245 to the legislative department for 0.3 FTE additional Joint Budget Committee staff to conduct evidence-based analysis of budget requests, effective 90 days after adjournment (subject to referendum petition).
