Creates the Revenue Loss Restoration Cash Fund in the Colorado state treasury to receive $1 billion transferred from the American Rescue Plan Act of 2021 cash fund within three days of the bill's effective date.

Authorizes the General Assembly to appropriate or transfer fund money to state departments for government services including K-12 education, housing, state employees, asset maintenance, seniors, criminal justice, state parks, agriculture, and transportation infrastructure.

Limits annual appropriations to $357 million for fiscal year 2021-22, $333 million for fiscal year 2022-23, and $310 million for fiscal year 2023-24, with unused amounts able to carry forward to later fiscal years.

Restricts appropriations beginning January 1, 2022 to only the annual general appropriation act or supplemental appropriation acts.

The section is repealed effective July 1, 2027, and the bill takes effect only if Senate Bill 21-288 becomes law.
