Terminates the Governor's authority under the COVID-19 disaster emergency declared March 11, 2020, through Executive Order D 2020 003 and all subsequent amendments and extensions through April 14, 2021.

Ends the Governor's power to issue executive orders with the force of law and suspend state statutes related to the pandemic emergency, which the resolution states have affected business closures, school closures, and other far-reaching restrictions.

References the Governor's issuance of approximately 348 additional executive orders and public health orders related to COVID-19, as well as disbursement of approximately $1.674 billion in federal CARES Act funds.

Cites concerns including over 200,000 Coloradans unemployed as of March 2021, suspension of in-person education, small business bankruptcies, negative impacts on rural Colorado, and a nearly $3 billion state revenue deficit.

Directs that copies of the resolution be sent to Governor Jared Polis, Secretary of State Jena Griswald, and the Executive Director of the Colorado Department of Public Health and Environment.
