• Establishes the Wildfire Mitigation Incentives for Local Government Grant Program administered by the Colorado State Forest Service to provide grants to local governments for forest management and wildfire mitigation efforts.

• Eligible recipients must either match revenues from a dedicated revenue source (tax, mill levy, or voter-approved excess revenue retention) or expand existing long-term mitigation programs, with preference given to communities in priority wildfire areas and those with high social vulnerability.

• Creates the Wildfire Mitigation Incentives for Local Government Grant Program Fund with an initial $10 million transfer from the general fund on July 1, 2022, with administrative costs capped at 5 percent of the fund balance.

• Requires the Forest Service to adopt policies and procedures by March 1, 2023, publish annual reports by November 1 each year detailing grant awards and uses, and prepare educational materials about the program.

• Program automatically repeals September 1, 2027, with the Department of Regulatory Agencies required to review the program before repeal under the sunset review process.
