HB 22-1014 Summary

• Establishes epilepsy awareness special license plates available for motorcycles, passenger cars, trucks, and noncommercial or recreational motor vehicles not exceeding 16,000 pounds empty weight, beginning January 1, 2023 or when the department is able to issue them.

• Requires the department to designate a Colorado-based nonprofit organization (meeting specific criteria including five years in existence and providing epilepsy education and support services) to qualify applicants and provide plate designs every five years.

• Applicants must make a donation to the designated organization to receive the plates; the organization may establish minimum donation amounts and must use donations to support those affected by epilepsy in Colorado.

• Charges the same taxes and fees as regular license plates plus an additional one-time $25 fee for issuance or replacement, with the $25 fee credited to the Highway Users Tax Fund; allows personalized versions subject to additional fees.

• Appropriates $29,671 for the 2022-23 fiscal year to the Department of Revenue ($23,940 general fund, $5,731 license plate cash fund) and $3,168 to the Office of the Governor for implementation costs.
