HB 22-1016 Summary

• Creates a voluntary contribution designation on Colorado state individual income tax return forms allowing taxpayers to donate to the Feeding Colorado Fund

• Feeding Colorado is an association of five Feeding America food banks (Care and Share Food Bank for Southern Colorado, Community Food Share, Food Bank for Larimer County, Food Bank for the Rockies, and Weld Food Bank) that distribute meals to children, older adults, and families in need across all Colorado counties

• The Department of Revenue shall determine annually the total amount designated for contributions, report it to the State Treasurer and General Assembly, and the State Treasurer shall credit the amount to the Feeding Colorado Fund after deducting Department of Revenue administration costs

• The contribution designation line shall appear on tax forms for five consecutive income tax years following certification by the Executive Director that a line has become available

• Part 53 automatically repeals effective January 1 of the sixth income tax year following designation unless the General Assembly continues or reestablishes the fund by bill; includes $10,513 appropriation to the Department of Revenue for tax administration system support in fiscal year 2022-23
