Prohibits gas and electric utilities from disconnecting service on Fridays, Saturdays, Sundays, state or federal holidays, or after 11:59 a.m. on Monday through Thursday, except during emergencies or safety events.

Requires utilities to reconnect customer service on the same day if payment or payment arrangement is made and requested on a Monday through Friday that is not a holiday, with exceptions for technical issues or emergencies.

Expands the definition of "income-qualified utility customers" eligible for reduced rates from 185% to 200% of the federal poverty line, or 80% of area median income, allowing year-round rate preferences.

Requires utilities to provide customers with "utility assistance information" about the 1-866-HEAT-HELP hotline before disconnection through physical visits, phone calls, texts, or emails.

Delays the budget submission deadline for fuel assistance program administrative costs from October 1, 2021 to October 1, 2022, and the money transfer deadline from January 1, 2022 to March 1, 2023.
