HB 22-1028 Summary

• Allows pedestrians and operators of low-speed conveyances (bicycles, electric scooters, etc.) who are 15 years or older, or under 15 and accompanied by an adult, to proceed through controlled intersections (stop signs and traffic signals) without fully stopping if they yield to other traffic and proceed cautiously.

• Permits municipalities and counties to adopt ordinances regulating how these non-motorized users approach controlled intersections, provided the regulations do not conflict with state law.

• Defines "controlled intersection" as an intersection controlled by either a stop sign or traffic control signal, and "low-speed conveyance" to include bicycles, electric scooters, toy vehicles, and electric personal assistance mobility devices.

• Requires the Department of Transportation to produce educational materials and update the Colorado Driver Handbook regarding legal requirements and safe practices for approaching controlled intersections as pedestrians or while operating low-speed conveyances.

• Declares the act necessary for immediate preservation of public peace, health, and safety by reducing injuries, fatalities, and property damage from collisions at controlled intersections.
