Extends jury duty postponement from six months to twelve months for Colorado residents who are enrolled students at out-of-state institutions of higher education and attend classes in person.

Defines "institution of higher education" as any out-of-state postsecondary public or private educational institution providing at least a one-year training program to prepare students for gainful employment.

Requires jurors seeking postponement to notify the jury commissioner by telephone or in writing, with the commissioner retaining discretion to set the new service date.

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition provisions under the Colorado Constitution.
