HB 22-1033: Authority to Carry a Handgun

• Allows persons at least 21 years old who are legally permitted to possess a handgun to carry a concealed handgun without a permit, with the same rights and limitations as permit holders.

• Changes permit validity from 5 years to lifetime, with existing permits (except temporary emergency permits) automatically converted to lifetime permits; repeals permit renewal provisions.

• Repeals the temporary emergency permit to carry a concealed handgun.

• Removes local government authority to regulate open or concealed carry of handguns, including authority of special districts and higher education institution governing boards.

• Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition and potential voter approval in November 2022.
