Requires the Colorado Real Estate Commission to promulgate rules mandating that commission-approved closing-statement forms show whether a real estate transaction requires delivery of an improvement location certificate or a survey plat.

Commission must promulgate the required rules by January 1, 2023, with this deadline provision repealing effective July 1, 2024.

Clarifies that improvement location certificates shall not be designated or construed as land survey plats or improvement survey plats in real estate commission-approved closing-statement forms.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition, in which case it requires voter approval at the November 2022 general election.
