Permits a person to operate a licensed medical marijuana business and a licensed retail marijuana business at the same location beginning January 1, 2023, subject to local licensing authority and jurisdiction approval.

Requires licensed medical and retail marijuana stores operating at the same location to maintain separate licensed premises and business operations, including separate entrances and exits, inventory, point of sale operations, and record keeping.

Authorizes the state licensing authority to adopt rules allowing combined aspects of licensed premises and operations when a medical marijuana store sells only to persons 21 years of age or older, including potential single entrances and exits and virtual inventory separation.

Requires medical and retail marijuana cultivation facilities at the same location to maintain either physical or virtual separation of the two facilities and their respective plants and inventory.

Effective date is 12:01 a.m. the day after the 90-day period following final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval at the November 2022 election is required.
