Amends Colorado law to require homeowners associations to comply with new Section 38-33.3-302.5 when regulating unit owners' use of common elements, ensuring associations cannot unreasonably restrict or prohibit access to common areas.

Prohibits associations from restricting unit owner access to common elements during maintenance, repair, replacement, or modification except to the extent necessary to protect safety or preserve structural integrity.

Requires associations to provide electronic or written notice to all unit owners if any common element restriction exceeds 72 hours, including the reason for restriction, estimated duration, and contact information for questions.

Mandates visible, clearly legible notices be posted at each physical access point to restricted common elements for the duration of the restriction.

Takes effect 90 days after final adjournment of the general assembly (unless subject to referendum petition challenging the measure).
