• Creates the Colorado Teen Parent Driver's License Program to provide free financial assistance for driver's education school training and licensing costs for individuals ages 15-19 who are parents.

• State Department contracts with teen parent organizations to administer the program; selected organizations must be operational within 30 days of contract approval and may subcontract with service providers as needed.

• Before July 1, 2023, organization selection is exempt from Colorado's Procurement Code; selections on or after July 1, 2023 must comply with the Procurement Code.

• State Department must report annually beginning in fiscal year 2023-24 on contracted organizations, funding amounts, geographic service areas, and number of eligible individuals served disaggregated by month.

• Appropriates $100,000 from the general fund for fiscal year 2022-23; State Department may use up to 7.5% of appropriated funds for administrative costs.
