HB 22-1043 Summary

• Defines "autocycle" as a three-wheeled motor vehicle with an enclosed or partly enclosed seating area equipped with safety belts, steered without handlebars connected to a single front wheel

• Removes autocycles from the separate motorcycle endorsement requirement; drivers of autocycles need only a valid driver's license

• Exempts autocycles from motorcycle safety requirements including helmet and eye protection mandates if the vehicle has certain features (windshield, seat belts)

• Updates Colorado motor vehicle statutes throughout to include autocycles in regulations covering motorcycles, including registration fees, license plates, insurance, and traffic laws

• Appropriates $15,976 to the Department of Revenue for DRIVES system maintenance; effective January 1, 2023
