• Requires central committees to select at minimum all members of the jurisdiction's central committee when forming vacancy committees to fill office vacancies.

• Applies the minimum membership requirement to county commissioner vacancies, whether the position was elected county-wide or by district only.

• Extends the requirement to state board of education vacancy committees formed by party congressional central committees.

• Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition and voter approval if challenged.

• Applies only to vacancies occurring on or after the bill's effective date.
