Grants local authorities power to designate all or part of highways under their jurisdiction for over-snow use only when snow-packed conditions exist or are likely to exist seasonally.

Permits local jurisdictions to further limit over-snow designations to human-powered or animal-powered travel only.

Defines "over-snow use" as travel on snow via human or animal power, or by off-highway vehicles designed for snow use with continuous belt tracks or skis instead of tires.

Preserves existing snowmobile operation rights under state law and allows local authorities to consider private winter maintenance agreements for wheeled winter access requests.

Exempts highways designated for over-snow use only from the prohibition on skiing, sledding, and similar devices on roadways.
