• Prohibits terminating the life of an unborn child beginning at fertilization and classifies violation as a Class 1 felony.

• Exempts licensed physicians who perform medical procedures to prevent maternal death (with reasonable efforts to preserve both lives) or provide medical treatment like chemotherapy or ectopic pregnancy removal that unintentionally harms the unborn child.

• Exempts pregnant mothers from criminal penalties; convictions for violation constitute unprofessional conduct for physician licensing purposes.

• Does not prohibit contraception; declares any federal act, law, or regulation denying protection of the right to life at conception null and unenforceable in Colorado.

• Takes effect July 1, 2022, and applies to offenses committed on or after that date.
