Creates an "In God We Trust" special license plate for Colorado motor vehicles beginning January 1, 2023, available for motorcycles, passenger cars, trucks, and noncommercial/recreational vehicles under 16,000 pounds.

Requires an additional one-time fee of $25 for issuance or replacement of the plate, with proceeds credited to the highway users tax fund.

Allows applicants to obtain personalized "In God We Trust" plates by paying personalization fees under existing statute 42-3-211.

Imposes a $25 surcharge on all special license plates issued under this section, with proceeds credited to the licensing services cash fund.

Appropriates $41,734 to the Colorado Department of Revenue for the 2022-23 fiscal year ($14,838 general fund and $26,896 from the license plate cash fund) to support system maintenance, administration, and license plate ordering.
