Requires the contracted nonprofit organization to meet specific criteria including being headquartered in Colorado, having a primary mission of improving socioeconomic conditions for Indians, demonstrating a history of direct financial grants and technical assistance, and maintaining the highest charity rating from a nationally recognized evaluator.

Mandates the Commission and nonprofit organization to convene an advisory group including Indian community members to establish guidelines for programs and grants.

Requires the nonprofit organization to report annually to the Commission detailing how it expended all funds provided, with reports posted on both organizations' websites.
